Job Purpose

Public Policy (TRAI) is a pivotal role under Regulatory and External affairs at VIL. The role requires dealing with various sensitive and important topics, which influences the licensing approach, business models and investments in the sector. Topics to be dealt range from Spectrum for Terrestrial players, satellite players, other licensed and non-licensed entities, Captive Networks, framework for OTT, Authorisation framework under New Telecom Act, Migration of licenses, M2M, Quality of services, Tariff policies, Interconnection etc.   

 

The role will entail connecting and collaborating with senior officials both within VIL as well as at COAI and other TSPs, for building rational and consensual policy positions.

Key Result Areas/Accountabilities

  1. Clear understanding of working and structure of the TRAI and in-depth understanding across regulations, audits and allied activities.
  2. Engage with the senior officials of VIL, for sensitizing them on the new consultation papers and positions taken by key competitors and other influencing actors, through in-depth analysis, summary docs, presentation, white-papers etc. 
  3. Drive development of Strategy and policy positions on TRAI consultation papers and other matters, with extensive collaboration and dialogue-based approach with different functions of VIL.
  4. Proactively monitor policy environment on key topics, which are of interest and impact to the organisation and raise suitable flags for any counter-measures required.
  5. Identify future Opportunities as well as Roadblocks, and shaping up of strategies and pro-active steps to address them in alignment with organisation’s business interest. 
  6. Independently carry out research and analysis for building cross-sector and cross-country references and data points, to support policy positions and organisation objectives.
  7. First port of calls for discussions, engagement with industry association COAI on the matters related to TRAI. Aim to build rational and consensus-based approach along with other members at COAI. Also, responsible to align other association's responses to TRAI consultations, with VIL's policy positions.
  8. Exhibit innovative and business enabling approach with consistent turn-around time and meeting deadlines.

Core Competencies, Knowledge, Experience

  1. Excellent drafting skills for building policy papers as well as Responses to consultation papers and strategic topics.
  2. Exhibit interest in emerging technologies and policy work around them.
  3. Role requires being curious, debating policy questions and building positions even on topics new for the internal functions.
  4. Confident and persuasive, having fact/data driven and consumer first approach in discussions, meetings with regulator / competitors and internal stakeholders.
  5. Should be able to absorb with ease the lengthy consultation papers & other documents, and provide its synopsis in shortest possible time.

Must have technical / professional qualifications

  1. Minimum Graduate.
  2. Candidate having done course in Public Policy or Law or management will be preferable.

Years of Experience

  1. Minimum 8 years of core experience of working in Regulatory/Public Policy function or in dealing with policy matters related to Central Government departments. 
  2. Minimum 12 years overall for an established and reputed company.
