Job Purpose
|
The Head-Techno Commercial & Budgeting is a hybrid role responsible for technology investment governance across Vodafone Idea’s network and digital ecosystem. The role owns end-to-end capex strategy, techno-commercial governance, and financial optimization across Core (Voice & Data), Cloud, Enterprise, and emerging technologies, ensuring alignment with Vi’s business priorities, cash flow realities, and long-term turnaround objectives.
This role acts as the single strategic bridge between Technology, Commercial, Finance, SCM, and Central Operations Group (COG), translating network roadmaps into financially optimized, execution-ready investment plans while balancing growth, modernization, and cost discipline.

Key Result Areas/Accountabilities
|
Techno-Commercial & Capex Strategy
- Lead the strategic development and execution of integrated long-term techno-commercial and capex strategies across Core, Cloud, and Enterprise domains.
- Translate Core, Cloud, and Enterprise roadmaps into LRP, annual, and quarterly capex plans with clear, defensible prioritization logic.
- Finalize capacity and coverage targets, KPIs, and delivery milestones in alignment with business and network objectives.
- Institutionalize investment decision frameworks based on ROI, cost-per-bit/subscriber, regulatory imperatives, and customer experience impact.
Budgeting, Forecasting & CXO Level Governance
- Own annual capex budgeting and quarterly re-forecasting across Core technology domains, incorporating inputs from Business, Marketing, COG, Radio Planning, and Enterprise teams.
- Finalize capex budgets and present consolidated investment plans, trade-offs, and scenarios to CXOs and governance forums.
- Drive high forecast accuracy, proactive risk identification, and budget optimization in line with Vi’s liquidity and cash-flow constraints.
- Ensure close alignment with Finance on budget phasing, approvals, SAP allocations, and execution readiness.
Budget Control, Cost Optimization & Value Unlocking
- Review and approve budget requests, ensuring prioritization and allocation based on criticality across domains and circles.
- Govern budget release versus spend, identify slippages, and initiate timely corrective actions.
- Drive enterprise-wide cost optimization programs including TCO reduction, vendor benchmarking, cost-per-bit/subscriber trending, and asset reuse.
- Lead initiatives to unlock value from idle or underutilized assets, contract reconciliations, and commercial leakages.
- Track, estimate, and report QoQ capex savings and realized business value to senior leadership.
Commercial, Vendor & Contract Governance
- Provide technology-led oversight for RFI/RFP/RFQ processes, commercial evaluations, and contract structuring across Core, Cloud, and Enterprise.
- Partner with Commercial, SCM, and Legal teams on high-value OEM negotiations and long-term rate cards.
- Coordinate with corporate commercial teams, OEMs, and product/new-technology teams to close commercials for new solutions and resolve SCM-related issues.
- Ensure robust contract governance, audit readiness, and benefit realization while balancing vendor performance, cost competitiveness, and deployment velocity.
Audit, Compliance & Risk Stewardship
- Own compliance with internal audit, statutory, and regulatory requirements across core technology domain.
- Oversee PO–GRN–asset–contract reconciliation to maximize commercial benefits and ensure timely audit closure.
- Identify and mitigate techno-commercial, financial, and delivery risks across the investment lifecycle.
- Define and enforce technology governance policies, standards, and controls aligned with industry best practices.
- Steer Enterprise risk Management for Technology Core domain.
Process Excellence, Automation & Analytics
- Champion capex and budgeting process automation using SAP, dashboards, and analytics to improve TAT, transparency, and control.
- Establish data-driven decision systems for forecasting, savings tracking, and performance monitoring.
- Embed a digital- and AI-first mindset in techno-commercial and investment governance.
Cross-Functional Bridging & Execution Enablement
- Act as the integrator across Technology, Finance, Commercial, SCM, and COG functions.
- Drive CLT and steering committee cadences to accelerate decision-making and execution.
- Resolve systemic bottlenecks impacting PR/PO, NFA, BOQ, material delivery, and rollout timelines.
- Represent Technology in Finance, Audit, and enterprise governance forums, as well as industry and regulatory bodies (COAI, DoT, etc.).
Leadership, Capability Building & Succession
- Lead and mentor a high-performing, multi-domain team spanning Technology Core budgeting, techno-commercial, and techno-financial roles.
- Define clear KPIs, accountability structures, and capability roadmaps to drive continuous improvement.
- Foster a respectful, collaborative, and high-ownership culture focused on results and people development.
- Build a strong succession pipeline for critical techno-commercial leadership roles.

|
Commercial & Financial Stewardship:
- Demonstrated experience in managing large-scale telecom networks, optimizing technical performance through disciplined capex management, commercial viability, and financial governance
- Business Acumen: Understanding of business principles, including financial analysis, market trends, and competitive landscapes.
- Negotiations: Ability to negotiate favourable terms and conditions in deliverables.
- Financial Analysis: Skills in financial modelling, budgeting, and forecasting.
- Relationship Management: Strong interpersonal skills to build and maintain relationships within organization and partners
Technical Skills
- Network Understanding: A solid grasp of telecommunications networks, especially mobility network (2G/4G/5G) Core and cloud networks. A thorough understanding of Voice Core, Data Core, Enterprise, signaling Network and Cloud Infrastructure including Evolved Packet Core (EPC), 5GC (SA & NSA), IMS (VoLTE), HLR/HSS/UDM, STP, DRA, CPaaS, U/CCaaS, IoT, SIP Trunking, SDWAN, Private 5G, is required for this role.
- Data Analysis: Proficiency in data analysis tools (e.g., Excel, Python) to extract insights from large datasets.
- Technical Writing: Ability to create clear and concise documentation, reports, and presentations for CXO and board level Buy-ins.
- Problem-Solving: Strong analytical and problem-solving skills to identify and resolve technical issues.
- Technical Tools: Extensive experience in leveraging MS Office Suite (Excel, PowerPoint, Word) and SAP for data analysis and reporting.
