Business Development Manager – Focus Ministries

Job Purpose

  • Drive the business targeting Government Accounts in Focus ministries through Sales Team for the Circle.
  • Responsible to create compelling proposition to tap digital India initiatives in focus ministries and drive new business acquisition.
  • Forge relationship with Key decision makers and favourably influence key stake holdres on VIBS propositions  and work closely with the cross functional team to deliver the same to the customer.
  • To accelerate the growth of Mobility and non-mobility potential in the Government domain in assigned Ministry
  • Lead the Circle teams to win Strategic and large transformational deals.

Key Result Areas/Accountabilities

  • Develop, plan & execute a Focus Ministry strategy to grow revenues, improve coverage, penetration and enhance competitive position in the accounts.


  • Understand and fully map the Government potential for the Circle across various ministries / Departments. Clearly identify hunting potential for new business.


  • Develop relationship with Senior Stake holders in Ministries / Department by making Capability presentations / discussions / negotiations at a later stage of a sales cycle as the case gets matured.


  • Strategically align and Work Closely with Knowledge partners and System integrators and help government departments to prepare Detailed Project Report, Tender Creation and Participation.


  • Drive Segment initiatives through various programs in the Circle.


Core Competencies, Knowledge, Experience

  • 12 years plus of which at least 3-4 years should be in a leadership/Managerial positions managing cross functional teams & sales team in B2B environment.
  • Prior Government Sales experience and relationship mandatory, he should be completely conversant with government bidding process like QCBS.
  • Must have the ability to connect with Senior IAS Officers and position Vodafone products and service.
  • In-depth of Knowledge and proven track record of Fixed Line data, IOT and Cloud proposition is critical to propose and Spec government tenders.
  • Market Knowledge of Competition: Telecom Service Providers / System Integrators. Develop relationship with System Integrators and Knowledge partners.

Must have technical / professional qualifications

  • BE/ B Tech or MBA
  • Strong analytical & conceptual skills in revenue planning scenarios.
  • Ability to manage highest levels of interaction with Senior level of decision makers in customer environment and experience in handling government tenders.
  • Experience in complex change management & operating in a matrix, fast moving environment.
