Job Purpose

Responsible for Operations Governance of Lawful Intercept (LI) function for CS Core, PS Core, VoLTE, VoWiFi, Wireline, Wi-Fi, ILD Voice / SMS, IPLC, ISP & Enterprise services domains across PAN India locations.

Support in implementation, testing and day to day operations. Review System utilization and outage reports for ensuring efficient operation. Provide key support to circle teams/vendor during LI emergencies by troubleshooting and ensure timely fix. Support in LI demo readiness to Lawful Enforcement Agencies.

To efficiently manage operations for Lawful Interception (LI) domain, so as to uphold a quake free network, and deliver operational excellence and quality customer experience through deployment of operational best practices and guidelines.

Centralized governance of multi-vendor LI environment.

To collaborate with SNOC, MS-Partners, OEM’s, Circle & various inter-functional teams, with the objective to ensure timely & systematic execution of tasks & resolution of escalated issues.

Ensure 100% regulatory compliance towards Nodal, TERM and DOT requirements. Support Vodafone Nodal team in providing a “zero downtime” LI monitoring service to Lawful Enforcement Agencies.

Key Result Areas/Accountabilities

Central Operations Management

  • Ensuring the regulatory compliance of Lawful Intercept (LI) requirement for Circuit Core, Packet Core, VoLTE, VoWi-Fi, Wi-Fi, ILD, ISP, IPLC, Enterprise functions by efficient & effective operation management of LI equipment across circles.
  • Active participation in demonstration of LI capabilities to DOT & Lawful Enforcement Agencies.
  • Governance of LI nodes of multiple vendors deployed in Pan India VIL network by actively managing technical activities in forefront such as SW upgrades, Technical audits, Network resilience and supervising configuration changes in the network to uphold high service availability and enrich customer experience.
  • Participate in evaluation committee for planning of new architecture for LI solutions, architecture, features & protocols.
  • Support to planning team along with strategy for optimum use of LI equipment which will help to ensure that LI systems are capable to handle ever-changing protocols
  • Provide SME support for LI monitoring system nodes, involve in troubleshooting during emergencies. Arranging RCA from concern vendors for all issues in network. Find learnings out of the incident and arranging to rollout across network.
  • Providing inputs for taking decision on parameter changes, version upgrades and rollouts.
  • Sharing & Implementation of Best Practices across Circles & provide deployment guidelines for new Implementations.
  • Formulizing UAT test cases w.r.t operation testing in sync with OEM, Circles.
  • Scrutinizing solution for security vulnerabilities in NE, arranging FNI and timely rollouts across network deployment.
  • Capturing issues in RISK document for reference of higher management.

Capacity and Cost Management

  • Monitor Server Performance & licenses for NE’s & optimize same in sync with planning/CODE.
  • Proactive triggering to Project & Planning team to cater the increasing traffic in core Nodes based on utilization.
  • Timely roll-out of new LI systems nationally. Approving authority to Corporate & Circle Network team for new network element / links rollout post LI integration & verification of test cases across respective LI systems.
  • Sharing critical inputs during PID (project initialization documents) preparation and solutions for new products / expansions / optimization / consolidations along with planning/Code team, identifying gaps and suggesting changes for improvement.
  • Following end to end new node onboarding process ensuring no impact on network stability and KPIs during node onboarding.
  • Keeping track of install base of all vendors and arrange signoff during AMC discussion. Optimize AMC budget by optimizing install base across network. 
  • Initiate actions to keep IP bandwidth Utilization under threshold and improve stability to support LI traffic.

Regulatory Compliance

  • SPoC to Corporate & Circle Nodal & Regulatory team for handling DoT/Term Cell requirement across circles and technical SPoC to respond to various regulatory queries
  • SPoC to Corporate IT Security team post finalization of security scope for LI equipment and ensure its implementation as mandated across LI systems
  • Ensuring integrity of inputs and data being shared for regulatory requirements towards TRAI & DoT.
  • Supporting Circle Team for Security Audits and TERM, DOT queries.
  • Efficient management of complaints from Nodal and Security Agencies for LI Operations (CS/ PS/ ILD/ IPLC/ ISP).

OEM/Cross-Functional Co-ordination

  • Arranging support from multiple stakeholders for new rollout & transformation projects in LI network.
  • Provide critical technical guidance for issue resolution to SNOC & circle teams. Co-ordinate with IT for central IT related issues.
  • Validation of Impact analysis of any new SW or change in LI domain. Co-ordinate with IT, Planning, Project teams, Mediation, RA, PMS to ensure smooth cutovers in sync with circle and SNOC.
  • Analyze business requirement for new project rollout and support migrations and capacity additions in live network as per timelines.

Competency development / In-house training

  • Functional and Leadership - To independently handle operations in LI domain.
  • Develop self to be ready for lateral and vertical growth.
  • Responsible for sharing best practices and provide coaching and support to peers and Circle LI-SPoCs

Core Competencies, Knowledge, Experience

  • SME in LI domain with sound understanding of Voice, Data related call flows
  • Sound Technical expertise in multivendor Voice & Data Core platforms.
  • Fair knowledge of Core & IP Network Architecture design and solutioning.
  • In depth understanding of Core domain (Packet & Voice) Li functionality.
  • Considerable experience in coordinating with Nodal, Regulatory, LEAs and DOT / TRAI team members.
  • Strategic thinking, strong customer focus & seamless approach.
  • Timely decision making and risk assessment skills.

Must have technical / professional qualifications

  • BE / B. Tech in Electronics & Communications
  • CCNA / CCNP / Cloud / ISO Certifications would be added advantage
  • Good stakeholder-management skills
  • Effective communication and inter-personal skills
  • Proactive in approach with positive attitude
