Job Purpose

Lead the Procurement Process, End to end Sourcing, Imports & Contract management (Capex except MS Insource)

The Cluster Procurement Lead is an important role and need to work closely with Corporate Commercial for delivering the required equipment (RAN/MW/Core/Infra), goods and services on time and within agreed budgets. The role will require active involvement for the strategic initiatives and day to day operations including but not limited to planning of the requirement across the cluster. The role would also focus upon new initiatives leading to enhance procurement efficiencies and will ultimately result in costs synergies in the cluster. Also develop local supply base at an optimum level

Key Result Areas/Accountabilities

• This person will be handling the complete local procurement for the cluster, enhance procurement efficiencies and service the internal customers much faster
• The position is responsible for leading the supply chain planning (PO acceptance, approval, Delivery follow up, Import clearance, supporting project rollout) of capex spend of      Rs. 800 Cr – Rs. 1,000 Cr annually (Value depends on Capex rollout plan of business)
• Coordinate closely with sourcing team of Corporate Commercial for all actions
• Support decision-making for corporate procurement governed decisions and to use synergies to maximum effect
• Preparation of cluster related local RFP’s quotation and competitive bids with pertinent specifications, terms and conditions and negotiate the best deal and bring value to the business.
• Responsible for supplier selection, negotiation finalization and contracting in close coordination with multiple stakeholders within clusters
• Finalization of SOW / Specifications
• Negotiation by using various tools like RFQ/RFP, E-Bidding & costing
• NFA approval and Contract finalization
• ARIBA Contract management
• Manage and monitor the capex budget spends as approved by Corporate and release of Purchase Orders to the approved suppliers as per the agreed commercials
• Coordination with user functions at cluster user teams etc. and the vendors for aligning and coordination for deliveries (which includes picking up of material from vendor premises (or ports, FTWZs as the case may be) for meeting rollout requirements. This position needs to manage coordinated deliveries from multiple vendors to form the complete ‘kit’ for each site
• Support business in the working capital management, and cost savings deliverable by value engineering, also bring innovation from market to business
• Supply chain planning and coordination with vendors and cluster user teams
• Inventory management to keep optimum levels of inventories
• Active involvement in the scrap management and timely liquidation
• Liaison with WPC (DoT wing) authorities to obtain timely and efficient approvals of import licenses
• Ensure 100% compliance to HSW for suppliers, compliance to DoA and SCM process to ensure no non-compliance to Audits
• Monthly BSC monitoring and KPI assurance

Core Competencies, Knowledge, Experience

• Integrity, ethical and other value systems
• Strong knowledge of Technology equipment, Sourcing and understanding of Supply Chain management
• Ability to manage multiple senior stake holders/Vertical Heads in the organization
• Excellent coordination skills and ability to deal with strategic partners (like Nokia, Ericsson, Samsung, Huawei and ZTE) and local vendors
• Strong knowledge of products related to telecom domains
• Good communication, presentation, excel skills, MIS, and experience on ERP
• Knowledge of Imports, GST, TDS is must

Technical / professional qualifications

• BE/MBA
• Background in Sourcing and Supply Chain
• Working knowledge of SAP, S4HANA is preferred
