Job Purpose

Lead end-to-end Circle UDR/HSS Operations with accountability for subscriber data management, authentication, mobility management and Roaming service assurance. Own operational excellence across UDR, HLR/HSS, CUDB, EIR, NDS and associated Cloud infrastructure to deliver uninterrupted Voice, SMS, Data and Roaming services. Act as the Circle Subject Matter Expert (SME) for UDR and Roaming, driving service availability, customer experience, KPI governance, capacity expansion, lifecycle management, regulatory compliance, automation and technical leadership while leading a high-performing engineering team.

Key Responsibilities

UDR Availability & Service Assurance

  • Own end-to-end availability of UDR/HLR/HSS platforms with 99.999% service availability.
  • Lead critical incident management, restoration, traffic rerouting and emergency response to minimize customer impact.
  • Drive RCA, corrective and preventive actions to eliminate repeat failures.
  • Ensure redundancy, resiliency, backup readiness, preventive maintenance and disaster recovery preparedness.

Roaming Service Assurance

  • Own end-to-end International and National Roaming service performance for inbound/outbound roaming.
  • Lead resolution of all roaming issues related to registration, Voice, SMS and DATA in NR and IR
  • Drive periodic roaming testing and roaming KPI analysis and improvement
  • Coordinate with Corporate Roaming, SNOC, international operators and carriers for service readiness and issue resolution.

Subscriber Data & Lifecycle Management

• Govern subscriber provisioning, IMSI database, SIM Ordering management, profile integrity

backups and audits.

• Lead software upgrades, patching, capacity expansion, new node integration and cloud

transformation.

• Lead backend changes for individual sub and bulk provisioning through scripting.

Customer Experience & KPI Governance

• Drive KPI improvement for all HLR, HSS, UDM related KPI.

• Ensure timely closure of customer, enterprise and VIP complaints.

Deployment & Technology Transformation

  • Lead field readiness for new node deployment, modernization, cloud transformation and traffic migration.
  • Support peer integration and troubleshooting, validate Function AT and redundancy testing results.
  • Support VoNR/5G evolution and drive automation, AI-enabled operations and digital transformation.

Technical Governance & SME Leadership

  • Serve as the Circle IMS SME for complex technical issues, architecture reviews and operational decisions.
  • Provide expert guidance during critical outages and mentor engineers on IMS technologies and troubleshooting.
  • Standardize operational processes and promote engineering best practices

Operational Governance

  • Maintain inventory, backups, RS&R, audit compliance, security, LI/RA and MTX/Data Centre governance.
  • Coordinate with vendors, infrastructure teams and support organizations to ensure operational readiness.
  • Carry out MTX visits to identify Key risks at MTX in terms of Power, earthing, cooling, Fire, physical safety etc, coordinate with Infra and drive resolution.

People Leadership

  • Lead and develop a high-performing team of engineers through coaching, mentoring and performance management.
  • Build technical capability, succession pipeline, knowledge sharing culture and high employee engagement.
  • Promote accountability, collaboration, HSW compliance and continuous learning

Qualifications & Experience

Minimum Education Qualification

B.E./B.Tech.

Years of working experience

Minimum 10 years total, Minimum of 6+ years of hands-on experience in UDR/HLR/HSS operations, subscriber data management and International Roaming operations. Experience in multi-vendor core platforms and cloud-based core infrastructure is preferred.
